Better Fleet: Why driver resistance remains one of the biggest barriers to electrification

Fleet electrification targets are becoming harder to ignore. Government mandates, corporate net zero commitments and manufacturer phase-out timelines are closing the window on combustion vehicles. Yet many fleets continue to report that one obstacle is proving more stubborn than charging infrastructure, procurement cost or range capability combined: their drivers simply do not want to switch.

Understanding why that resistance exists is the first step to overcoming it.

Range anxiety remains deeply embedded

Despite significant improvements in EV range over recent years, anxiety about running out of charge persists. For many drivers, the fear is not based on real-world data. It is rooted in uncertainty. They do not yet know how an EV will perform on the specific routes they drive, in the weather conditions they face, or when carrying the loads their role demands.

This uncertainty is compounded by media coverage that disproportionately highlights charging failures and range shortfalls. Drivers absorb these stories and apply them to their own situation, even when the reality would be very different.

Research from the Energy Saving Trust consistently shows that the vast majority of fleet drivers cover daily distances well within the range of current EVs. The perception gap between assumed limitation and actual capability remains one of the most significant barriers fleets face.

Charging infrastructure confidence is low

Drivers who cannot charge at home face a genuinely different experience from those who can. For many fleet drivers in urban or high-density areas, workplace charging, destination charging or public networks become essential — and confidence in those networks is not yet universal.

Reliability concerns are not unfounded. Public charging infrastructure has improved considerably, but driver experience remains inconsistent. A single failed charging session during an important trip can harden resistance significantly, particularly when that driver's peer group hears about it.

Fleet managers who address charging provision proactively — through workplace charging, mileage reimbursement schemes and clear guidance on using public networks — reduce this barrier substantially before it becomes entrenched.

Loss of familiarity feels like loss of control

Many drivers have spent years or decades operating combustion vehicles. They understand how they behave, how to manage range through refuelling, and what to expect when something goes wrong. Switching to an EV removes that familiarity.

The physical experience of driving changes. One-pedal driving, regenerative braking, cabin heating behaviour in cold weather and the absence of engine noise all require adjustment. For some drivers, particularly those who drive as a core part of their professional identity, this adjustment can feel threatening rather than exciting.

Perceived financial disadvantage creates friction

Drivers who currently benefit from fuel cards, mileage allowances or company fuel arrangements may perceive EV transition as a financial risk. Questions around home charging installation costs, electricity billing, reimbursement accuracy and Benefit in Kind implications create genuine concern.

Without clear, consistent communication from fleet managers and HR, drivers fill the information vacuum with worst-case assumptions. Organisations that provide transparent guidance on charging reimbursement, home charger support and tax implications report significantly lower driver resistance than those that do not.

Top-down mandates without driver input accelerate resistance

Resistance stiffens when drivers feel that electrification is happening to them rather than with them. Fleets that announce EV transition through policy updates and vehicle swap schedules, without involving drivers in the process, consistently encounter more pushback than those that engage early.

Mitie's Plan Zero case study demonstrates the difference that early driver engagement makes. At Platform Housing Group, initial resistance was reduced significantly when drivers were consulted, heard and involved in shaping the rollout approach. Driver ambassador programmes, where early adopters share honest experience with colleagues, have proven more persuasive than any top-down communication.

The cost of inaction is rising

Driver resistance is not a fixed problem. With the right approach, fleets have consistently demonstrated that hesitation can be turned into confidence and, in many cases, into genuine advocacy.
