A new industry report is encouraging fleets to rethink how they measure driver risk and road safety performance, arguing that collision data alone is no longer enough.
Published by Pacts (the Parliamentary Advisory Council for Transport Safety) in collaboration with the Transafe Network, the report introduces a framework of “leading” and “lagging” indicators designed to help organisations monitor work-related road safety more proactively.
The framework includes metrics covering driver behaviour, telematics data, vehicle maintenance, compliance activity, working hours, mileage and journey exposure.
According to the report, many organisations still rely too heavily on historical incident data, which only shows when failures have already occurred.
Saul Jeavons, author of the report and chair of the Pacts forum for companies leading in work-related road safety, said advances in vehicle and telematics technology now provide fleets with far more meaningful operational data.
The report argues fleets should focus more heavily on trend analysis, benchmarking and identifying indicators linked to future risk rather than relying solely on collisions and claims data.
The findings closely reflect themes explored in FleetWise’s recent Better Fleet edition on driver performance, which examined why driver scores alone often fail to provide a full picture of operational risk and cost.
That playbook highlighted how fleets are increasingly linking driver behaviour data with fuel usage, maintenance, downtime and routing information to create more proactive performance management strategies.
