Athlon’s 2025 EV Fleet Report, based on responses from 400 UK fleet leaders and drivers, finds fleets are making progress towards electrification but remain constrained by infrastructure, cost and complexity.
74% of respondents have started their EV transition, and one in three has fully electrified at least one vehicle category. Yet 39% cite charging access as a “major operational barrier,” while decision-makers also point to inconsistent government policy and cost unpredictability. Despite this, 82% believe they can meet internal EV targets by 2030 with the right support.
The report shows how electrification is reshaping the fleet function: 88% say performance now directly impacts ESG targets, and nearly half of managers now have cross-functional responsibilities spanning HR, finance and sustainability. Driver engagement also emerged as a key challenge, with 34% citing resistance to EVs and 40% highlighting gaps in training.
Athlon concludes that success depends on integrated strategies, such as aligning vehicles, infrastructure, data and driver support, as fleets move towards the UK’s ZEV mandate.
