ZEV mandate review closes – what fleet managers should watch next

The Government’s review of the Zero Emission Vehicle Mandate closes on 23 October 2026, with potential implications for vehicle supply, discounts and future fleet pricing.

The consultation is examining annual ZEV sales targets, manufacturer flexibilities, possible alternative policy approaches and the definition of the 2030 phase-out of new cars relying solely on internal combustion engines.

For fleets, the importance lies in how manufacturers respond.

Changes to the mandate could affect the volume of electric cars brought to market, manufacturer support and the balance between BEVs, hybrids and combustion vehicles.

That can feed through into lease rentals, choice-list availability and residual-value assumptions.

Fleet managers should avoid making decisions based on speculation before Government policy is confirmed, but those planning replacement cycles several years ahead should watch the outcome closely.
