For fleets wary of electrification disrupting operations, a growing number of Welsh local authorities are showing how specialist vehicles can be switched to electric with minimal downtime and no loss of capability.
Cardiff-based FleetEV is using Toyota’s Professional electric van range to support councils across Wales with purpose-built vehicles for demanding public sector roles — from school transport to welfare and public health services — allowing fleets to decarbonise while keeping vehicles on the road and costs under control.

FleetEV, which began supporting public sector electrification in 2023, is deploying Toyota Professional battery-electric vans across a growing number of council use cases. Recent projects include wheelchair-accessible school minibuses for Gwynedd Council, adapted from the Proace Max heavy-duty van, alongside Proace medium vans configured for dog welfare teams in Merthyr Tydfil and Newport.
A further Proace Max-based school minibus programme is now in development for Conwy County Borough Council, as councils look to reduce running costs while meeting emissions targets. FleetEV has also showcased a fully equipped Proace van for Merthyr Tydfil’s public health team, developed with support from Lonsdale Commercials.

Neil Broad, General Manager One Toyota Fleet Services, added: “Our Proace vans are designed for easy conversion for specialist roles… helping customers make a successful switch to electrified transport.”
For fleet operators considering electrification but concerned about conversion complexity, vehicle availability or operational downtime, the projects demonstrate how Toyota’s electric Proace City, Proace and Proace Max models can be specified and adapted for specialist duties with speed and confidence.
