Fleets are grappling with a “significant” rise in driver fines, new research from Jaama – recognised by FleetWise as a Highly Recommended Trusted Brand – has revealed.
A survey of Jaama’s top 20 customers showed fines surged from 844,971 in 2023/24 to 1,080,556 in 2024/25, a year-on-year increase of 27.8%.
With nearly 10,000 speed and ULEZ cameras operating in London alone, Jaama warns that the problem is set to escalate further as local authorities accelerate the rollout of low-emission zones and stricter enforcement.
“More cameras are being installed than ever before as towns and cities adopt low emission zones,” explained Mark Francis, chief product officer at Jaama. “And that’s before you consider the 14.5 million parking charge notices (PCNs) issued last year, a record high according to RAC data.”
A digital solution on the horizon
In response, Jaama is fast-tracking the development of its Key2 fine management module, scheduled for launch in early 2026. The system will form part of its industry-leading Key2 asset management software and aims to help fleets streamline fine processing, cut administrative burden, and reduce costly late payment penalties.
“We want to divert staff away from manual fine processing into roles that deliver greater value to our clients’ businesses,” Francis added.
Escalating risks for fleets
The issue is compounded by the fact that leasing and rental companies, as registered keepers, are the first recipients of fines before they are reallocated to fleets and drivers. Delays not only increase the risk of late payment penalties and court orders, but also create data compliance challenges.
By digitising through eFines, Jaama says operators can gain significant time savings, greater peace of mind, and reduced legal and financial exposure.
One leasing company alone reported a 34.9% growth in fines processed last year, highlighting the scale of the challenge for organisations managing large vehicle portfolios.
