ZEV mandate consultation: 'timely opportunity to optimise the pace of change' says SMMT

Following the recent announcement of the UK Government launching a consultation on its ZEV mandate, the Society of Motor Manufacturers and Traders (SMMT) welcomes the discussion to support the UK's transition to electrified vehicles.

Mike Hawes, Chief Executive of the SMMT, said the regulation was conceived under "very different conditions", citing declining production costs, more optimistic expectations for EV demand, and cheaper energy costs. 

"Regulatory targets are now running ahead of current consumer demand, so this review is a timely opportunity to optimise the pace of change. This is a regulation that increasingly dictates consumer choice - and therefore automotive companies' future strategies and viability - so it must work for all involved," said Hawes.  

Ministers are seeking views from the industry on lowering the new EV sales target from 80% by 2030 with options of 70%, 60% or even as low as 50%. 

The SMMT estimates by the end of 2026, EVs will take a 27.4% market share - falling short of the 33% mandate target, citing that 'urgent reform' was needed from Government.

For fleets, the consultation could mean a significant change to the policy landscape. Depending on the outcome of the review, the industry could see softer targets for manufacturers to achieve and the car market subsequently adapting - both for fleets and private buyers.
