
Fleet operators are being encouraged to share their experiences of private parking fines in response to a new Government consultation aimed at reforming the Private Parking Code of Practice.
Parking companies requested DVLA vehicle data 12.8 million times in 2024, up from 1.9 million requests in 2012.
The proposed Code seeks to create a fairer, more transparent system for all drivers. One key area under review is a new rule that would uphold appeals if a driver had no reasonable alternative but to breach parking terms. The consultation is also exploring whether to retain the current £100 charge cap (with a 40% discount for prompt payment), and reviewing the £70 cap on debt recovery fees.
The Association of Fleet Professionals (AFP) hosted a webinar this week encouraging members to respond, highlighting the growing number of private parking penalties.
AFP board member Julie Summerell noted that over half of fines handled by fleets involve private parking, with operators increasingly rejecting appeals. She urged fleets to support the consultation as a vital step toward positive change.
