ZEV watch: debate shifts from targets to certainty for fleets

Pressure continues to build for the Government to review the UK's Zero Emission Vehicle (ZEV) mandate after the Society of Motor Manufacturers and Traders (SMMT) reported unanimous concern over current targets.

Its latest survey found no automotive leaders believe the industry is on course to achieve the 80% zero-emission car sales target by 2030, with most saying the market is significantly behind current ambitions. The SMMT has called for a revised target of around 50-60%, arguing that manufacturers can supply electric vehicles but cannot create consumer demand.

Others, including Beama, have warned that weakening the mandate could reduce investment confidence and cost the UK economy billions in lost VAT revenue.

For fleets, however, the more pressing issue remains policy certainty. Vehicle replacement strategies, charging infrastructure investment and electrification planning are typically made years in advance. Frequent speculation over future targets makes those decisions more difficult, regardless of where the final percentage eventually lands.

With ministers signalling that a review could take place sooner rather than later, fleets should continue focusing on vehicle suitability, whole-life costs and charging readiness while awaiting greater policy clarity.
